(Romans 2:12) For as many as have sinned without law shall also perish without law: and as many as have sinned in the law shall be judged by the law.

V13 through 16 PROVIDE the answer to the question

(Romans 2:13 – 16) (For not the hearers of the law are just before God, but the doers of the law shall be justified. (14) For when the Gentiles, which have not the law, do by nature the things contained in the law, these, having not the law, are a law unto themselves: (15) Which shew the work of the law written in their hearts, their conscience also bearing witness, and their thoughts the mean while accusing or else excusing one another;) (16) In the day when God shall judge the secrets of men by Jesus Christ according to my gospel.

V16 is the KEY ANSWER,

God KNOWS the THOUGHTS and MIND of every person alive, if a Lost person WANTS to know the TRUTH OF THE GOSPEL God will send someone to share the gospel to them.

V12 is JUST SAYING the more or less a person knows (IE… how many times they have HEARD THE GOSPEL, heard the bible taught etc, etc THE MORE OR LESS they will have to GIVE ACCOUNT FOR when they stand before the Lord Jesus Christ.

(Romans 14:11,12) For it is written, As I live, saith the Lord, every knee shall bow to me, and every tongue shall confess to God. (12) So then every one of us shall give account of himself to God.

(1 Peter 4:1 – 5) Forasmuch then as Christ hath suffered for us in the flesh, arm yourselves likewise with the same mind: for he that hath suffered in the flesh hath ceased from sin; (2) That he no longer should live the rest of his time in the flesh to the lusts of men, but to the will of God. (3) For the time past of our life may suffice us to have wrought the will of the Gentiles, when we walked in lasciviousness, lusts, excess of wine, revellings, banquetings, and abominable idolatries: (4) Wherein they think it strange that ye run not with them to the same excess of riot, speaking evil of you: (5) Who shall give account to him (Jesus Christ) that is ready to judge the quick (living) and the dead.

Question: So does this mean if a person who was never been witness to or heard the bible taught not accountable?

Answer:
NO, that person is STILL ACCOUNTABLE before God. Every person who has ever lived or is alive knows that there is a God, and that they are a sinner, if they want to know the truth of the Gospel, God WILL ENSURE that individual will hear the Gospel.

In the Book of Acts there was a man named Cornelius who wanted to know the truth, so God sent the Apostle Peter to share the Gospel with him, Acts 10:1-45 records the visit and details.

God holds the lost person RESPONSIBLE no matter if they are a business person on Wall Street, in New York, or if they belong to a tribe DEEP in the jungles of Africa, By the evidence of a creator (God) that they can see The Stars in the nighttime sky , The Sun by day, The Moon by night, the Clouds etc, God CONCLUDES that no matter what, they are WITHOUT EXCUSE.

(Romans 1:20)
For the invisible things of him from the creation of the world are clearly seen, being understood by the things that are made, even his eternal power and Godhead; so that they are without excuse.

And as V15 of Chapter 2 states…

A person MUST REMEMBER God is a JUST and RIGHTEOUS God, he will NOT ALLOW any one to go to hell WITHOUT good reason.

The MOST IMPORTANT thing to know IS Jesus Christ as savior, just simply believe that Jesus Christ went to the cross and DIED and shed his blood, was BURIED and three days later RESURRECTED from the dead to pay for your sins.

-Christ DIED for you – Romans 5:8

-Christ PAID your sins in full – 2 Corinthians 5:21,1 Peter 2:24

-BELIEVE (Trust In Completely) in Christ ALONE as the complete payment of sin for salvation – John 3:16, Acts 16:31, Ephesians 2:8,9

“For the wages(payment) of sin is death (eternal torment in hell); but the GIFT(salvation) of God is eternal life THROUGH Jesus Christ our Lord”. Romans 6:23
